identify the areas of specializations our interpreters should have
that impacts the quality of our experience with interpreting services.
This may enhance the productivity of our careers and lives:

Once we receive your response to this survey, we will then develop a
2nd survey that will collect information about specifics about the
areas of specialization that you identify in the 1st survey. Right

actively being evaluated: Legal interpreting (SC:L). There are no
other specializations yet (consider: medical, mental health, IT, and
other areas). Your input, as well as your members' input is critical
in ensuring that the deaf community has a voice in the development of
specialized certifications.

Important Notice!

TO: All Rhode Island citizens who believe in the future of ASL and the rights of Deaf people who identify ASL as their primary and native language.

RE: Nominations now being accepted for RIAD Board 2011-2013. The RIAD Board consists of President, Vice President, Treasurer, Secretary, 3 Board Members.

Our current officers and board members 2009-2011 term will end this October. Many of us will not be returning or renewing our terms therefore we need your help! This is an exciting opportunity to participate! Some RIAD accomplishments in the past include restoring closed captioning to The Cartoon Network in Rhode Island when Cox stopped broadcasting captions on CN shows. RIAD advocated against legislation that would have merged several offices including the RI CDHH into one thus reducing the availability and quality of services to the Deaf. RIAD has and continues to host ASL movies.

Do you want to see these activities continue? Do you believe in full communication access for RI Deaf Citizens? Do you support and believe in the mission of RIAD? Then please consider being a RIAD officer or Board Member! These positions will be vacant this fall and if they are not filled then the Rhode Island Association of the Deaf will be on indefinite hold for the future.

After May 31, 2011, the Danger Service (a subsidiary of Microsoft) used by T-Mobile Sidekick customers for data services will no longer be available on Sidekick devices.

T-Mobile will provide offers for our Sidekick customers before May 31, 2011, to help make an easy transition from their existing Sidekick device to a new device. We will have more information to share about these offers with our customers in the weeks ahead.

To ensure the best possible transition for our loyal Sidekick customers, an enhanced Web tool is available on myT-Mobile.com to easily export their personal data, including contacts, photos, calendar, notes, to-do lists, and bookmarks, from the Danger service to a new device, computer, or a designated e-mail account. An application is also available in the Sidekick Catalog to make it easy to export personal data to the Sidekick’s memory card. Many T-Mobile stores can transfer data from that card to a new T-Mobile device if the customer brings in the memory card and Sidekick.

Hi Deaf and Hard of Hearing Community, Partners, and Friends!

There will be TWO (2) Hearings to be held today, one in the House chamber and one in the Senate chamber, on ALL bills. How does this work? The first hearing will be held in the HOUSE chamber in the HOUSE Lounge at the Rise (4:30pm). After all 4 bills be heard in the House, then we will walk over to the other side of the state house. The SENATE Health and Human Service Committee will wait for us before proceeding the hearing.

The legislative Services have posted four (4) bills to be heard at the HOUSE Health, Education, and Welfare Committee on Wednesday, April 13th, at the Rise (around 4:30pm) in the HOUSE Lounge. AND other (4) bills to be heard at the SENATE Health and Human Services Committee in Room 212 on the same day.

The Interpreter and CART service have been secured. Your presence for the hearing would be greatly appreciated.

1. House Bill 5798/Senate Bill 0460 - Communication Access Services (New bill this year)

This bill would require the insurance to cover the communication access services (interpreter, CART, etc.) for any type of appointments to see family doctors, dentists, specialists, mental health counselors, etc. for the treatments.

2. House Bill 5851/Senate Bill 0476 - Hearing Aids (Same bill as last year)

It would increase the coverage from $1,500 for hearing aids to a full cost of hearing aids for children and from $700 to $1,500 for adults.

3. House Bill 5859/Senate Bill 0477 - Implantable Hearing Devices (Same bill as last year)

This would cover the implantation of FDA approved devices and post-surgery treatments/services as well.

4. House Bill 5799/Senate Bill 0302 - Board of Interpreter for the Deaf (New bill this year)

This bill would improve the board composition, board's exercises, and procedures and it would add a new license requirement for K-12 educational interpreters.

Article 2: Theater Chains Agree to Increase Accessibility for
Hearing and Visually Impaired

Editor: We've been following movie captioning cases in several
states, but hadn't heard anything from Massachusetts for some
time. Here's there recent press release with good news!

As the nation celebrates the 20th anniversary of the passage of
the Americans with Disabilities Act, hearing and visually
impaired residents of Massachusetts will gain greater
accessibility to movie theaters through a settlement reached by
Attorney General Martha Coakley with the three largest movie
theater chains in Massachusetts.

The agreement was reached with American Multi-Cinema, Inc.
("AMC"), Regal Entertainment Group ("Regal"), and National
Amusements, Inc., d/b/a Showcase Cinema ("National Amusements").
Coakley announced the settlement at an event with disability
advocates and state agency officials held at a movie theater
equipped with the new technology located at the WGBH Studios in
Brighton.

Under the terms of the settlement, each chain must ensure that
every location in Massachusetts is equipped with accessible
technology that will provide meaningful access to the hearing
and visually impaired, including captioning technology and
description technology. Captioning technology takes a movie's
sound (dialogue, music, sound-effects) and converts it to a
captioned format that a hearing impaired audience member can
read. Description technology provides a narration of what is
displayed visually on the movie screen (action, scene changes,
facial expressions) during natural pauses in the movie's
soundtrack through headphones worn by the visually impaired.

Today's agreements are part of Attorney General Coakley's
ongoing effort to ensure that access for people with
disabilities keep pace with changing technologies. AG Coakley's
Civil Rights Division met with several deaf and blind residents
alleging discrimination because of the absence of this
accessible technology.

"Twenty years ago, this country signaled its unwavering
commitment to the rights of people with disabilities, and today
we take another step forward to improve access for all of our
residents," said Attorney General Coakley. "Movies are a
significant part of our social and cultural fabric and these
settlements help ensure that the hearing and visually impaired
have meaningful access to them and may enjoy them alongside
friends and family members. Our office commends Regal, National
Amusements and AMC for demonstrating their commitment to greater
accessibility. The ADA requires accessibility to keep up with
changes in technology and these agreements demonstrate the power
new technology can have to increase access for all of our
citizens."

"As the Commissioner for the Blind in Massachusetts, I am
pleased that this settlement finally guarantees meaningful
access to these movie theaters for deaf and blind individuals,"
said Janet LaBreck, Commissioner of the Massachusetts Commission
for the Blind. "As an individual who is blind, I look forward
to taking advantage of this new assistive technology that
dramatically enhances the movie-going experience with verbal
descriptions of key scenes and actions on the screen."

"Going to the movies is a part of social, educational, economic,
and cultural life in Massachusetts as well all across America,
and increasing the showing of captioned movies ensures that deaf
and hard of hearing people can fully access that experience with
family, friends, and everyone else," said Commissioner for the
Deaf and Hard of Hearing, Heidi Reed.

Steven M. Rothstein, President, Perkins School for the Blind,
comments, "Anyone who loves going to the movies with friends
understands the cultural power of making movie theatres
accessible to everyone. Audio description technology makes it
possible for people with visual impairments to experience the
most universal of contemporary art forms. When theatres offer
audio described films, Perkins students and all people with
impaired vision not only get to enjoy going to the movies, they
get to be more fully engaged in their community, society and
modern culture."

The settlements announced today provide the greatest level of
access for the hearing and visually impaired anywhere in the
country. Specifically, the agreements ensure that 100% of these
theaters' locations will have at least one accessible
auditorium. Moreover, hearing and visually impaired individuals
for the first time will have a choice of accessible movie
options at their theaters with 10 or more screens. As a result,
the total number of accessible auditoriums will increase 450%
from 14 to 63 and the number of locations with multiple
accessible screens will increase from 0 to 27. Below are
highlights of the settlements:

* New Accessibility Equipment Required for Existing Theaters:
Within 90 days, the three chains will begin installing new
accessibility equipment to ensure that all of their locations
have at least one accessible auditorium:

* Multiple Accessible Auditoriums for Large Locations (10+
Screens): Theater locations with 10 or more screens are
required to have at least two accessible auditoriums, one of
which will be in the locations' largest auditorium. This
ensures that hearing and visually impaired patrons do not have
to wait for blockbuster films to make their way to the smaller
auditoriums that have historically been equipped with
accessibility equipment.

* Additional Equipment for Central Locations: A third captioning
and descriptive video system at the AMC-Lowes Boston Common 19,
and because of its centrality and convenience to public
transportation, and an additional descriptive video system for
the blind at AMC Harvard Square 5 and Regal Fenway 13 because of
their proximity to the Perkins School for the Blind.

* Newly Constructed or Acquired Theaters: The theater chains
agree to install accessibility equipment in any theater built or
acquired in Massachusetts going forward.

* Free Movie Tickets for the Visually and Hearing Impaired: The
theater chains agree to provide over 200 free movie passes to
the Massachusetts Commission for the Blind and the Massachusetts
Commission for the Deaf and Hard of Hearing to distribute to
hearing and visually impaired residents.

* Community Awareness Events: AMC and National Amusements each
agree to sponsor 2 community awareness events to promote the
introduction of this new accessibility equipment to the disabled
community.

As an advocate for civil rights, AG Coakley's Office enforces
federal and state laws protecting the rights of individuals with
disabilities, and works to eliminate discriminatory barriers to
services and programs and works to ensure accommodations for
people with disabilities. AG Coakley's Office works

RIAD has received a request from Steve Florio of RI CDHH. TF Green Airport will have a practice drill for a big emergency. Police, Fire and Ambulance will practice and make sure they know what to do if there is a real emergency. The practice drill will be on September 18th at TF Green Airport

They need volunteers. People to pretend they are hurt. It's very important they meet Deaf and ASL users during the practice. We want police, fire department and ambulance staff to know what to expect when the meet Deaf during emergency.

On July 26, 2010, the 20th anniversary of the Americans with Disabilities Act (ADA), the U.S. House of Representatives passed the Twenty-first Century Communications and Video Accessibility Act (H.R. 3101) with a vote of 348 to 23. The NAD thanks U.S. Representative Ed Markey (D-MA), for authoring, introducing, and championing H.R. 3101 and Representatives Henry Waxman (D-CA), Joe Barton (R-TX), Rick Boucher (D-VA), Jay Inslee (D-WA), and Cliff Stearns (R-FL), for their leadership in this bipartisan effort. The fight is not over just yet. Here’s why…

H.R. 3101 has key provisions that will greatly improve access for the deaf and hard of hearing community:

* Captioned television programs that are shown again on the Internet must still be captioned. If we miss a program on television, we can later watch the show on the Internet with captions.
* Captions must be displayed on all devices that show television programs, regardless of size. The old rule was that a device must be 13 inches or larger, which will no longer be true.
* Captioning controls must be easier to find and turn on/off via on-screen menus and remote controls. We would no longer have to struggle with this.
* Captions must be displayed on programming that is recorded using DVRs and similar recording devices. We can count on pass-through of captions for later viewing.
* Reliable and interoperable technologies must access 911 services. We can have peace of mind knowing that we can quickly obtain emergency help.
* Communications equipment (up to $10 million per year) must be provided for deaf-blind people. This is a very necessary and long-overdue provision.
* Internet telephones must be hearing aid compatible.
* Relay services must enable communication with anyone, including between TTY and videophone users.
* The Federal Communications Commission (FCC) must establish Telecommunications Relay Services Policy Advisory Council. The FCC will also report to Congress about access to improved relay service technologies; suggest ways to increase relay services in the workplace, and update equipment in public facilities and government offices.

Clearly, passage of H.R. 3101 in the U.S. House of Representatives on the 20th anniversary of the ADA was an historical event. We are very excited.

But we must be honest – we did not get everything we wanted. Congressional members told us that they are not ready to consider rules that require captions for shows that are shown on the Internet and not on TV. This provision was opposed by the cable and television industry. We are disappointed that they did not want to do the right thing.

Fortunately, we did get something through our efforts as co-founder and steering committee member of the Coalition of Organizations for Accessible Technology (COAT) to address captioning of programs that are shown only on the Internet -- H.R. 3101 will require the FCC to study this issue and make a recommendation to Congress. This is an important requirement because it keeps the issue alive and makes sure the FCC pays attention to it.

We also lost another part of H.R. 3101 to allow discounts for low-income people to have broadband access so they can use Internet based relay services such as Video Relay Services (VRS).

The NAD is committed to keep fighting for captioned Internet programs and for affordable broadband access after adoption of H.R. 3101 by the Senate.

Our champion, U.S. Representative Markey, emphasizes that his support for communication access on behalf of deaf and hard of hearing people for over two decades will not stop with H.R. 3101. He said that he remains committed to working with us in the future to ensure full and equal access to all telecommunications technologies, equipment, and services.

Act Now to Protect Your Rights!

This is a critical time for advocates to take action to protect our civil, human and linguistic rights.

We have a big problem at this time. H.R. 3101 has been sent to the U.S. Senate but the U.S. Senate has a similar bill – S. 3304. This bill is not as strong as H.R. 3101, which requires the FCC to report and recommend to Congress on captioning for video programs that are shown only on the Internet -- S. 3304 does not require this. We must preserve our hard fought victory with the recent House passage of H.R 3101 and make sure it is adopted by the Senate.

Contact your two U.S. Senators right now – call, fax and send email (http://www.nad.org/sites/all/modules/civicrm/extern/url.php?u=425&qid=1022513). Tell them to adopt H.R. 3101 because it is stronger and much better than S. 3304.

NAD Elated with ICED Rejection of 1880 Milan Congress Resolutions

On Monday, July 19, 2010 the International Congress on the Education
of the Deaf (ICED) opened its 21st Congress with a historic
announcement that it formally rejects the resolutions passed at its
2nd Congress (commonly known as the 1880 Milan Congress) which
discouraged the use of sign language in the education of the deaf.
This move follows a recent letter (link below) by the National
Association of the Deaf (NAD) and numerous advocacy organizations and
leaders throughout the world urging the ICED to formally reject their
previous resolutions and embrace signed languages and deaf cultures.

The original resolutions passed at the 1880 Milan Congress did
irreparable damage to deaf individuals, educators, professionals,
schools and communities around the world. Established in the same year
as the 1880 Milan Congress, the NAD was shaped by deaf leaders who
believed in the right of the American deaf community to use sign
language, to congregate on issues important to them, and to have its
interests represented at the national level. These beliefs remain true
to this day, with American Sign Language as a core value.

"We are elated to see that, for the first time in 130 years, the ICED
has joined us in rejecting the actions of its predecessors and moving
forward to improve educational systems for the global deaf and hard of
hearing community. We are grateful and proud to see the ICED take this
important and very appropriate step towards reconciliation," said NAD
President Bobbie Beth Scoggins. "The formal rejection of the 1880
resolutions made in Milan by the ICED realizes a dream that we have
had for 130 years. Together with the ICED we have taken the first
